The highest value is 91.1 % in Sierra Leone; the lowest is 1.8 % in Belarus.
The median across all reporting countries is 22.95 %, and the mean is 31.37 %.
The gap between the highest and lowest reporting country is a factor of about 51.
Over the past decade 80 countries rose and 48 fell. The largest increase was in Singapore (up 227.0%), and the largest decrease in Russian Federation (down 65.3%).
